Bind allowed uses to records, purposes, and policy versions

Implement explicit use eligibility and revocation propagation for AI data without treating a consent flag or technical check as universal legal compliance.

What you’ll understand

  • Represent use eligibility with scope, purpose, identity, time, and evidence.
  • Separate permission to serve an application from permission to train or evaluate a model.
  • Propagate policy changes without confusing historical provenance with current approval.

A support conversation was available to answer a user's question. Does that also make it available for training a new model or sharing an evaluation corpus? A technical data-use policy must answer these questions explicitly. A single true consent flag does not describe the scope, evidence, effective period, or permitted purpose. This lesson models organizational use boundaries and their enforcement; it does not infer a universal legal permission from any particular field or engineering procedure.

Describe the decision instead of compressing it to a flag

A useful eligibility record identifies the data subject or governed unit, dataset or collection scope, permitted action and purpose, authoritative evidence, policy version, and applicable effective or revoked state. The organizational policy determines which inputs matter. Consent can be one relevant form of evidence, but not every permission or restriction in every setting is represented by the same mechanism. Distinguish an operational approval to deliver a requested service from an approval to build training features, evaluate an unrelated model, or export data to another organization. Reusing a payload does not automatically reuse the original permission.

A free-text purpose chosen by a client is not sufficient to establish an approved use. Bind the decision to a trusted workload identity and a concrete operation. Keep unknown, absent, conflicting, and expired evidence distinct from approved eligibility. If a policy denies training when evidence is unknown, implement that conservative branch rather than using a truthy default. Record the decision inputs and version needed for review while minimizing the sensitive information copied into the decision log. A policy representation such as ODRL can express permissions and constraints, but representation is not the enforcement mechanism or a complete legal assessment.

Ap(t)={r:policy⁡(r,p,identity,t)=permit⁡}A_p(t)=\{r:\operatorname{policy}(r,p,\mathrm{identity},t)=\operatorname{permit}\}
A_p(t) is the set of record identities permitted for a specified purpose p, identity, and evaluation time under an identified organizational policy. It is a technical decision set, not a universal statement of legal rights.↔ Scroll wide equations horizontally.

Filter at publication and enforce the actual use

A training manifest should identify which policy evaluation and record membership produced it. A publication-time filter can prevent disallowed records from entering a release, but a long-lived job may execute after eligibility changes. Define whether the policy requires rechecking at execution, stopping an active job, withdrawing an artifact, or another documented response. The behavior must be explicit across queues, notebooks, feature stores, and exports. A downstream system that reads an unrestricted copy without consulting the required policy can bypass a correct upstream filter even when both teams believe the dataset was already approved.

Schema validity and quality validity are separate gates from use eligibility. A perfectly parsed, accurately labeled example can remain outside the training purpose set. Conversely, an eligible example may still fail quality or deduplication rules. Compute the intersection required by the release contract and record counts for each stage without adding overlapping exclusion counts blindly. Keep evaluation-only and training-approved cohorts separate so a later merge cannot erase their distinction. A reproducible data version explains what a prior run consumed; it does not grant permission to reuse those records indefinitely after the governing conditions change.

Straining=Sschema∩Squality∩Atraining(t)S_{\mathrm{training}}=S_{\mathrm{schema}}\cap S_{\mathrm{quality}}\cap A_{\mathrm{training}}(t)
Sets contain record identities in the same proposed release and policy scope. The intersection expresses this example’s publication gates; it does not determine every organization’s required policy or the treatment of already trained models.↔ Scroll wide equations horizontally.

Revocation needs a propagation and cache contract

A changed approval can affect pending jobs, copied datasets, cached decisions, and derived artifacts. Use lineage and explicit ownership to discover affected candidates, then apply the policy's defined response and verify it. Deleting a training record does not automatically erase its influence from an existing model, so model handling needs its own documented decision and evidence. Preserve sufficient historical provenance to explain prior use without treating that history as current authorization. Restore and backfill workflows must also apply the current required use checks before re-exposing an old dataset, just as they must honor retention decisions.

The LRU cache lab highlights why a hit is not a fresh policy decision. For each separate view, Reset, set both capacity C and stride s, predict the initial 16-request counts, then inspect. With C=4, s=4, four distinct addresses fit and yield four misses plus 12 hits; with C=2, s=4, every one of those 16 requests misses. This deterministic cache has no policy version, revocation, expiry, or consent state. A real decision cache needs a justified invalidation or freshness mechanism; its replacement policy alone cannot establish that a previously cached allow decision still applies.

Keep training eligibility separate from other gates

A fictional proposed corpus has 10, 000 distinct records in disjoint policy groups:8000 training-approved, 1000 evaluation-only, 500 revoked for the proposed use, and 500 with unknown evidence. Within the 8000 training-approved records, 200 fail the release’s quality checks. The policy excludes the other three groups from training.

  1. The four policy groups sum to 10, 000. Training-purpose eligibility is 8000/10, 000=80% before applying the separate quality gate.

  2. Remove the 200 quality failures only from the 8000 training-eligible records, leaving 7800 for this release. Evaluation-only records are not substitutes for the excluded training rows.

  3. The final membership is 7800/10, 000=78% of the proposed corpus. Publish the policy version, evaluation boundary, and membership manifest; that count alone is not a claim of universal legal compliance.

The result

The release contains 7800 records under the stated fictional policy and quality rules. Its provenance and current authorization remain distinct records.

A cache hit is not a revocation check

For each separate view: Reset, set both C and s, predict the initial 16 requests, then inspect. Compare C=4, s=4 with C=2, s=4. Counts are respectively 4 misses/12 hits and 16 misses/0 hits. Playback adds requests to this deterministic LRU stream, not real policy checks.

A cache hit is not a revocation checkA fully associative LRU cache starts empty and requests address (i·s) mod 16. Hits move an address to the newest position; misses evict the oldest when full. Playback starts with 16 requests and adds two per second, capped at 4096 explicitly simulated requests. This toy stream is not a processor-cache benchmark. Check your understanding

A corpus is approved only for evaluation under the recorded organizational policy. Its schema and labels are valid. What follows for a proposed training release?

Try it yourself

A proposed 1000-record release has 900 training-eligible records. Within those 900, 50 fail quality and 20 different records fail the schema gate. Assuming those two excluded groups are disjoint, what membership remains? What if the groups overlap?

Take a moment to make a prediction or work it out on paper. Open a hint when you need one.

Give me a hint

Intersect the gates within the eligible set and avoid counting any record twice.

Compare with the solution

With disjoint failures, 900−50−20=830 remain. If the groups overlap, their union is smaller than 70 and the remaining count is larger; the overlap must be measured. The calculation still does not authorize records outside the 900-purpose-eligible set.

Take it with you

  • Use decisions need explicit scope, evidence, purpose, identity, and policy version.
  • Quality and schema gates do not replace purpose eligibility.
  • Revocation, caches, restores, and derived artifacts require a documented propagation response.
